The EU law does not only cover the written texts itself. There is also the practice of EU institutions being the same important for national legislatures (if not more) as a written text. The national law, influenced by the EU law, then impacts stakeholders all over Europe.
Already in my Master thesis I was examining decisions of the European Commission in respect to Polish state aid laws and cases. Before 2004 accession, the Commission was reviewing past national cases in order to decide on their compatibility with the internal market. My Master thesis was thus based on an empirical research I conducted. This inspired me to continue the research on the practice of EU institutions and on the influence of the EU laws on national legal orders. The duty to implement a directive into national law is surely not the only way EU legal acts impact national laws as well as national legal culture.
